<h1>New consolidated staffing rules set for Government and Private SEZs, covering appointments, pay, and recruitment procedures</h1> Consolidated guidelines issued for staffing management in Government and Private Special Economic Zones (SEZs) establish the appointment, classification, pay scales, and recruitment procedures effective from August 16, 2010. Development Commissioners and supporting officers are appointed by the Central Government to administer SEZs. Recruitment rules cover posts from Deputy Commissioner of Customs to stenographers, with provisions for deputation, promotion, and eligibility criteria. Private SEZ staffing follows respective Central Government SEZ rules, with posts created on a cost recovery basis. The post of Assistant Development Commissioner (Senior) is downgraded, and Deputy Commissioner of Customs in private SEZs may be redesignated as Deputy or Joint Development Commissioner. Selection committees chaired by Zonal Development Commissioners oversee appointments. One-time relaxation permits adjustment of excess promotions in Assistant Development Commissioner posts. Cost recovery mechanisms and sharing of staff across clusters are prescribed. Several prior circulars on staffing are withdrawn, consolidating recruitment rules for various SEZs under this notification.
