The amendment specifies that machinery, equipment, and related items necessary for the SAMYUKTA Programme can be imported duty-free, provided they are certified as necessary by designated officials and not manufactured in India. These imports must be authorized by the Ministry of Defence and certified by relevant authorities. This exemption is valid until April 1, 2004.
