of <h1>GST notification amends exclusion: local delivery services excluded unless via ecommerce operator and liable under Section 22; Section 9(5)</h1> The State government amends a prior Odisha GST notification to insert a new clause excluding 'services by way of local delivery' from the scope of that notification, except where the supplier provides such services through an electronic commerce operator and is liable to register under sub-section (1) of Section 22 of the Odisha Goods and Services Tax Act, 2017. The amendment is made under sub-section (5) of Section 9 and takes effect from 22 September 2025.
