Key amendments include mandatory Aadhaar authentication for GST registration, with physical verification required if authentication fails. Rule 25 has been revised for business premises verification. Input tax credit rules for capital goods were updated, including a five-year useful life calculation. Businesses with a turnover exceeding five crore rupees in 2018-2019 must audit accounts and submit a reconciliation statement. Refund procedures were clarified, including re-crediting admissible refunds. A new rule, 96B, addresses recovery of refunds for unutilized input tax credit if export proceeds are unrealized.
