<h1>Amendment Allows Aadhaar Holders to Apply for PAN Without Permanent Account Number, Effective September 1, 2019.</h1> The Income-tax (Fifth Amendment) Rules, 2019, effective from September 1, 2019, amend the Income-tax Rules, 1962. These amendments allow individuals without a permanent account number (PAN) but possessing an Aadhaar number to be deemed as having applied for a PAN upon quoting their Aadhaar number. The Principal Director General of Income-tax (Systems) or Director General of Income-tax (Systems) is tasked with authenticating Aadhaar numbers and establishing procedures for secure data management. This includes obtaining demographic information from the Unique Identification Authority of India for PAN allotment and ensuring data security and retrieval.
