It expands 'Advance Licence,' introduces in-principle (Form-B1) and formal approval timelines (one and three years with possible extensions), allows conversion of SEZ class when contiguous land increases, requires developer possession or long-term lease and state certification, tightens processing-area security and lease minimums, clarifies exemptions for contractors and liability for units, permits temporary duty-free removal for subcontracting subject to approvals and bank guarantees, and adds FDI disclosures, an expanded Form-A checklist and revised forms for applications and approvals.
