<h1>Nationwide GST reforms from Sept 22: two-tier rates, digital e-compliance, relief and support measures for traders and MSMEs</h1> The state government announced implementation of nationwide GST reforms effective Sept 22, shifting to a two-tier rate structure (majority at 5% and 18%, 40% on ultra-luxury items, higher rates plus cess on tobacco), together with administrative digital measures (e-registration, e-payment, e-filing, e-refunds, e-way bills) and specialized GST facilitation cells for start-ups and MSMEs. The state also asserted grant of ownership rights for long-tenancy municipal shops/houses after 20 years, establishment of a traders' welfare board, a minimum pension for small retailers, and MSME-focused institutional support. These changes may reduce compliance burdens and alter tax liabilities and administrative workflows for traders and businesses.
