The report, presented in the Delhi Assembly, noted payments for liquor bottles were made without proper barcode authentication at the Point of Sale (POS) between December 2013 and November 2022. Despite the contract requiring authenticated barcodes for payment, discrepancies led to overpayments. The Finance Department approved payments without resolving these issues, and reconciliation efforts were inadequate. The CAG dismissed the Delhi government's defense that payments were based on system data.
