The draft outlines a formula for calculating this speed, involving parameters like RPM, number of funnels, and gear ratio. Existing and new manufacturers must declare their machine speeds using this formula, verified by a Chartered Engineer, with oversight from Central Excise authorities. Feedback is requested by October 20, 2016.
