Public library lending exemption preserves tax-free access to books and other knowledge materials for users. Services provided by public libraries consisting of the lending of books, publications or any other knowledge-enhancing content or material are exempt from service tax under the applicable exemption notification effective from mid 2012, covering the core service of making knowledge materials available to users on a loan basis.
