of <h1>Internet Cafes Liable for Service Tax on Internet Access Services Since July 1, 2003; Circular Issued August 23, 2007</h1> Any service provided by an internet cafe related to internet access was taxable under service tax regulations effective from July 1, 2003. The service receiver could be any person, while the provider and the entity liable to pay the service tax was the internet cafe itself. An internet cafe is defined as a commercial establishment offering internet access. A circular issued on August 23, 2007, superseded all previous communications regarding the technical aspects of service tax, including scope, classification, valuation, exemptions, and related matters.
