Power to remove difficulties enables central government to issue orders under FEMA, subject to a two-year limit and parliamentary laying. Section 45 empowers the Central Government to make orders to remove any difficulty in giving effect to the Act's provisions, subject to a two-year limitation after commencement, and requires that every such order be laid, as soon as may be after it is made, before each House of Parliament.
