For serious breaches like illicit removal of goods, immediate issuance of Show Cause Notices (SCNs) is required. For non-fulfillment of export obligations, actions must be coordinated with the Development Commissioner (DC) or Commerce Ministry. If EOUs fail to meet export obligations after five years, duties may be demanded without referring to the DC. The CBEC mandates that final decisions on export obligations be made within six months to one year after the five-year period, allowing for timely duty recovery from defaulting units.
