Appeals to the Appellate Tribunal under Section 112 and Rule 111 set out who may appeal (including the Department), required forms and certified copies, the Commissioner's power to call records, and the Registrar's role. Substituted Rule 111 mandates electronic filing in specified forms, provisional and final acknowledgements determining the date of filing, procedures for cross-objections and signatures, and differentiated steps depending on whether the impugned order is uploaded on the common portal. The Tribunal may refuse admission of appeals falling below a prescribed monetary threshold.
