Laying of delegated legislation requires legislative scrutiny and allows modification or annulment while preserving prior validity.

Section 166 requires that every government rule, board regulation and government notification be laid before each House of Parliament while in session for a cumulative period of thirty days, permitting scrutiny across one or more sessions. If both Houses agree to modify or disallow the instrument, it will operate only as modified or be of no effect thereafter, without prejudice to the validity of anything previously done under that instrument.
