Preferential Rules of Origin are used to implement trade preferences under agreements. Non-Preferential Rules of Origin are applied for most-favoured-nation treatment, anti-dumping and countervailing duties, safeguard measures, origin marking, discriminatory quantitative restrictions or tariff quotas, and for trade statistics and government procurement.
