Customs clearance facilitation: institutional committees to ensure expeditious cargo clearance and resolve trade grievances through inter agency coordination.

A Customs Clearance Facilitation Committee (CCFC) is to be established at each major seaport and airport, chaired by the Chief Commissioner/Commissioner of Customs and comprising senior representatives of key regulatory agencies and stakeholders. The CCFC must monitor and ensure expeditious clearance in line with timelines set by parent ministries, identify and resolve procedural and infrastructural bottlenecks, undertake Time Release Studies, recommend best practices to CBEC and concerned agencies, and address trade grievances, meeting at least weekly and undergoing periodic review to assess impact on clearance times.
