Domestic carriage of cargo on international flights is permitted subject to operational and Customs conditions: allocation of a separate receipt and storage area, receipt during Customs working hours, clear marking of ULDs and separate colour-coded domestic tags, segregation and separate loading of domestic and international cargo under Customs supervision, delivery arrangements at destination, and non-requirement of separate bonds or bank guarantees for domestic cargo though transshipment procedures and bond exemptions govern international consignments. Violations may invite facility withdrawal and penalties under the Handling of Cargo in Customs Areas Regulations, 2009.
