Handling of Customs Cargo obligations: CCSPs must meet infrastructure, security, insurance, bond and operational requirements under HCCAR.

The HCCAR, 2009 establishes obligations for Customs Cargo Service Providers (CCSPs) and custodians to obtain approval where they hold custody, meet specified infrastructure, security, insurance, bond and electronic connectivity requirements, publish charges, provide storage and fumigation facilities, and indemnify Customs. Commissioners of Customs may set standards, grant limited written exemptions that do not compromise overall security, regulate entry temporarily to manage congestion, and take enforcement action including suspension, revocation or penalties for non compliance.
