Advance ruling applicants must file the prescribed form in quadruplicate identifying the specific question(s), relevant facts, and the applicant's legal interpretation; provide PAN/Aadhaar and jurisdictional details where applicable; sign and annex required documents; attach proof of fee payment made via the Government receipts portal; defective applications may be returned for rectification and are deemed filed on resubmission; and applicants have a time-limited right to withdraw or to request non-proceeding of a transferred application under the recent amendment.
