Section 6 bars specified public actors from accepting foreign hospitality abroad without prior Central Government permission; foreign hospitality includes offers covering travel, boarding, lodging, transport or medical treatment. Rule 7 mandates electronic application in Form FC-2 with host invitation and administrative clearance where applicable, normally filed two weeks before travel. Emergent medical aid may be accepted without prior permission but must be intimated within one month with source, approximate value in Indian currency and purpose, subject to a low-value exception. Guidelines list categories exempted from Ministry submission.
