Surrender of license permits a licencee to request revocation in writing to the issuing Principal Commissioner or Commissioner; the authority may revoke the licence only after satisfaction of two conditions: all dues payable to the Central Government under the Act, rules or regulations have been paid, and there are no proceedings pending against the licencee under the Act or subordinate legislation.
