TDS applicability on cross-border freight payments may arise where the nonresident's income is chargeable to tax.
Determination of withholding liability requires a fact-specific analysis of whether reimbursements for freight paid by a nonresident are treated as income chargeable to tax in India in the hands of the foreign payee; if chargeable, the statutory withholding provision permits deduction of tax at source on such payments, and the payer must consider payment character, recipient tax residency, and any applicable treaty provisions before deciding on withholding. (AI Summary)

we are remitting amount to the parties of other countries.presently we have to remit amount from India to Singapore. the payment is of freight expenses incurred by the Singapore party on our behalf. the goods booked by our parties outside India and Singapore party made freight payment. Topay slips sent . we collect the amount from our party and on receipt of invoice from Singapore party send the amount to them. kindly advise us whether TDS provisions applicable or not .

It appears that income is arising in the hands of non residents. The provisions of the income tax read with section 195, would enable you to deduct TDS if such income is chargeable to tax in India. However, you need to analyzed the facts in detail before making any decision.
