expoter can`t give me original H form

i am from Gujarat and i sale to Maharastra based merchant expoter agains` H form`,he ship my goods and he recived `H form` from VAT Department-mumbai,he sent me scan copy also,but now he can`t give me Orignal ``H form``,So waht can i do ? i mean how can i get it from him under law ? if i go court then under which law he give me my H form ?

You may raise a debit note on them or you may lodge a complaint to their VAT/CST Authorities with all material facts.  But business relations may get worse.

He has to give you the Form H duly filled in all particulars .Most important is the date sequence , which you need to see , otherwise it may create problem to you at the time of audit.
