Additional cess (Secondary and Higher Education cess) of 1% is applicable from the date of enactment of Finance Bill, 2007 i.e. from the date of President assent of Finance Bill, 2007 viz. 11th May 2007.

It is applicable from 11th of May for service tax and for custom and excise from 1st of March
