we are importing pvc resins (emulsion grade) physical material is in powder form but as per description mentioned in bill it is in pvc paste resin we are availing anti dumping duty exemption but customs inspector told powder means it is antiumping duty is applicable can you give any notification for exemption and how we can sugguest how to explain to the customs inspector

Discuss this matter with your Technical Person/Top Management/Tax Consultant.  He would be able to make them understand the difference between the two product, by explaining the chemical composition, formula, grade, test report, Certificate from supplier about the information regarding product etc. 

Further, if you are urgently in need of such material then you can submit bond with security or surity as the case may be or deposit the duty under protest, to get the material cleared and later on fight with the Department.
