If someone had forgeted to fill ITR of F.Y 10-11 & Now he want to fill F.Y 11-12

Can he fill the ITR of  F.Y 11-12 without Fill of ITR  F.Y 10-11 & he is liable to pay Fined of Rs 5000.

Please suggest me 

Belated return filing: returns for different years are independent but late file penalties apply when income exceeds exemption. Once can always file return for the next year. Each return is independent. Penalty is leviable if the return is filed after the end of the assement year having income exceeding the amount not liable to tax.
