The aqctivity done by you is important. If you are a servcie provider / manufacturer and the cement TMT bar is an input and no deduction of materials availed such as 1/2006 or 12/2003 then maybe available

Yes, both the items are eligible inputs in the hands of manufacturer as well as service provider. You may avail the credit subject to other conditions of the Cenvat Credit Rules, 2004.
