deffrance between SEZ and CT1-CT3 ?

SEZ duty free procurement rules differ from CT 1 and CT 3; CT forms do not apply to SEZ units.
SEZ units procure goods duty free under the SEZ Act and Rules because SEZ areas are treated as foreign territory and supplies from DTA to SEZ are treated as exports; CT forms are not intended for SEZ procurement. CT 1 is a merchant exporter form for duty free procurement for export against a bond issued by the Maritime Commissioner or AC (Exports). CT 3 is used by EOUs (and similar units) to procure goods duty free from the DTA and is issued by the Range Superintendent. (AI Summary)

Could you tell me what is the deffrance between SEZ and CT1-CT3 ?
