refund on Central Excise duty

We are being a power plant under construction., refering FTP exemption is allowed at par with SEZ..

Is there any  exemption is available in the purchase of capital goods itself  or we shall submit for refund. Kindly give us the procedure to be adopted in this regard for refund of Excise duty / Exemption.
