Service tax exemption: file a nil online half year return reflecting service value and claim exemption under notification.
Providers below the turnover threshold should file the prescribed online half year return as a nil return while disclosing the actual service value and claiming the exemption by citing the applicable exemption notification. (AI Summary)

In my opinion you have to file a nil return reflecting the above figure and claiming exemption by quoting the Exemtion Notification No. (which I think is 08/2009)
