Guidelines for Machinery Installation Notification Under EPCG: Certificates, Deadlines, and Required Documentation Explained An individual inquired about the procedure for notifying authorities regarding the installation of machinery imported under the EPCG scheme. A respondent explained that if the installation certificate is not issued within 30 days, the machinery is considered installed at the declared address. They advised notifying the jurisdictional Superintendent with necessary documents. Another participant noted that if the importer is not a central excise manufacturer, a chartered engineer's certificate suffices. Otherwise, a certificate from the jurisdictional Assistant/Deputy Commissioner is required, with a six-month installation period, after which an extension is needed. (AI Summary)

Deemed installation of EPCG capital goods if installation certificate not issued with 30 days –

EPCG authorization holder (who is registered with Central Excise) shall intimate the fact of

installation of capital goods to jurisdictional Superintendent along with copies of EPCG

authorization. Superintendent shall verify installation and shall issue certificate immediately. If the certificate is not issued within 30 days, the capital goods will be deemed to have been installed at the declared address. Further, if there is any discrepancy, it should be informed to AC/DC, who will inform the same to Commissioner of Customs of the port and also to Licensing Authority – MF (DR) circular No. 14/2008 –Cus dated 26-09-2008. It has been clarified that if installation certificate is not granted within 30 days, copy of acknowledgement along with chartered Engineer’s certificate should be submitted. Applicant shall submit declaration to the effect that no deficiency has been raised by Excise Authority and original acknowledgement has not been cancelled – Joint DGFT Mumbai TN 1/AM-10 dtd. 15-04-2009.

if you are not a central excise manufacturer, you do not need any certificate from central exciise deptt, instead an installation certificate issued by any chartered engineer is sufficient for the purpose.

If you are a a central excise manufacturer, you need an installation certificate from thhe jurisdictional assistant/deputy commissioner of central excise of your division, period specified under epcg for suuchh installation is six months, after that you need an extension from the ac/dc off thhe customs of the port throughh which goods were imported. as far as your question is concerned it is better to submit applicatio to the jurisdictional AC/Dc who may direct thhe concerned Range Officer ffor actual verification of installatio and subsequently may issue a certificate.
