Import Machinery vide EPCG scheme

Avinash Bhavsar

Dear Sir,

We Import the machinery vide the EPCG scheme  last month but we not till install the machine its intimate the Range office or Division Office?

Regards,

Avinash Bhavsar

EPCG installation deemed installed if installation certificate not issued within statutory period; submit acknowledgement and chartered engineer certificate. The EPCG authorization holder must notify the jurisdictional Superintendent of installation; the Superintendent shall verify and issue an installation certificate. If the certificate is not issued within the prescribed period, the capital goods are deemed installed at the declared address. Where certification is delayed, submit the acknowledgement and a chartered engineer's certificate. Discrepancies must be reported to the AC/DC, who will inform the port Customs Commissioner and the Licensing Authority. Distinction: non-central-excise manufacturers may use a chartered engineer's certificate, whereas central-excise manufacturers require the AC/DC's installation certificate and may seek extensions. installation of capital goods to jurisdictional Superintendent along with copies of EPCG

authorization. Superintendent shall verify installation and shall issue certificate immediately. If the certificate is not issued within 30 days, the capital goods will be deemed to have been installed at the declared address. Further, if there is any discrepancy, it should be informed to AC/DC, who will inform the same to Commissioner of Customs of the port and also to Licensing Authority – MF (DR) circular No. 14/2008 –Cus dated 26-09-2008. It has been clarified that if installation certificate is not granted within 30 days, copy of acknowledgement along with chartered Engineer’s certificate should be submitted. Applicant shall submit declaration to the effect that no deficiency has been raised by Excise Authority and original acknowledgement has not been cancelled – Joint DGFT Mumbai TN 1/AM-10 dtd. 15-04-2009.

if you are not a central excise manufacturer, you do not need any certificate from central exciise deptt, instead an installation certificate issued by any chartered engineer is sufficient for the purpose.

If you are a a central excise manufacturer, you need an installation certificate from thhe jurisdictional assistant/deputy commissioner of central excise of your division, period specified under epcg for suuchh installation is six months, after that you need an extension from the ac/dc off thhe customs of the port throughh which goods were imported. as far as your question is concerned it is better to submit applicatio to the jurisdictional AC/Dc who may direct thhe concerned Range Officer ffor actual verification of installatio and subsequently may issue a certificate.
