Service Provider Seeks Guidance on Debit Note for Short Payment; CENVAT Credit Claim Clarified Under Service Tax Rules. A service provider faced a short payment issue for an October invoice, despite having already paid the service tax. The service receiver recorded a lesser amount and requested a debit note, as they did not claim the full service tax in the invoice. The service provider seeks guidance on issuing a debit note. The response suggests that if services were provided and the invoice issued for the full amount, partial payment does not invalidate it. The service receiver can claim the remaining CENVAT credit upon payment. Issuing a debit note or fresh invoice is possible but may cause accounting issues, best addressed by a chartered accountant.
