Dear Sir,

As per Rule 9 of CE Rules 2002 Central Excise registration is complusary.For detail procedure regarding the registration go thru the Chapter 2 of Central Excise Mannual and for Books & records & Returns go thru the Chapter 6 of  Central Excise Mannual.Kindly refer the Notification no.36/2001 as amnd for registration process.I think this information may guide and full filled your requirement.
