Service Tax refund claim

Sir, I am working in special economic zone. For service tax refund claim we are coming under notification 9/2009 and 15/2009. Our claim was rejected by Assistant Commissioner and in appeal also rejected due to time barred. Please give suggestion how to proceed further to get claim.
