This information is available on 50 th page of the 'Report of Task force of Goods and service tax dt. 15-12-2009

Yes, it is para no. 4.5 of the report. But, it is merely a part of report. If you have observed, Registration under VAT is online (in various states), registration under central excise is online and now registration in service tax is also online. But, in service tax, the registration and filing of return by the assessee is in testing stage and likely to be mandatory once testing is complete and systems are updated.
