Am I eligible for BG exemptions as per board circular 58/2004 cbic?

I have taken advance license on my company  IEC number and add Co - license( other IEC) which have star export house certificate. 

can I take benefit of star export house for BG exemption as per 58/2004 CBIC? 

If not then what is the purpose of adding co- license in my advance license? 

can I add co - licensee in EPCG license?
