What penalty to exporter if export documents not sumitted

I have two issues:

Firstly I submitted export papers in my bank and bank has failed to process them.

What action Govt can take on this?

Secondly , we have no papers to prove small exports amounting to 200 usd approximately 10 times in 8 years.
