How to Surrender Forms Issued From Sales Tax Dept (FORM C and Form 38)

Please guide me how to surrender C-Form and Form 38 issued manually. We got these forms issued in March 2016. But haven;;t used them till date. We had later generated online C-form and form 38.

Also note that we are already assessed for that year(2015-16) but we still hold the forms - is it legally wrong? Or what can be done about it.
