Net content accounting for packing material: declare and record net packing consumption for redemption under advance authorisation schemes.

Dear experts,

We need clarification on the below line mentioned in General Policy for Packing Material prescribed in "Input-Output Norms" of DGFT. The packing material is used for packing of export items.

The line (para2) is "The exporter shall account for the net content of the packing material minus the wastage allowed in the exports made"

Kindly clarify meaning of "account for" word,whether to maintain proper record in internal books/register/sheets and submit the detail in excel statement attached with application at the time of redemption of advance authorisation.

Yes, Maintainance of record would be required if opted for AA / DFIA / AA + EPCG / DFIA + EPCG, etc FTP Schemes.

Is it mandatory to show net contents of packing material in export invoice submitted with customs and in shipping bill???

Is it required to submit these documents at the time of redemption of authorisation with DGFT??

Yes, packing details has to be shown in Packing List or Invoice cum packing list , based on it Shipping bill would be filed & leo number would be generated.

It is correct that packing detail like-No of Box/Pallet/roll etc required to show in both the documents.

My query is pertained to "Net Contents" of Raw material procured under advance authorisation which is used to produce packing material in which the export items are packed.

Whether the Net contents used in packing of export item is required to show in any or both the documents for the redemption of authorisation.

Please give reference of DGFT policy/procedure/circular etc.,where it is prescribed that net contents are required to mention in any of the documents.

I don't think there would be specific circular for it but when one talks about SION for AA / DFIA, it is bound to be understood that "Standard Input Output Norms" are ment for net weight only, not Gross.

You may visit your nearest RA for your solution
