In our view just for the sake of Customs Valuation for determining the amount of duty foregone, it is mandatory.
Nope, we don't think so High Sea Sales Agreement is mandatory for importing items form SEZ. Please correct me if I am wrong.
I believe HSS is needed if a merchant source on behalf of SEZ & to claim as SEZ import for benefits.
