thanks for your clarification and kindly let us know the following ;

importer is trader and not an edible oil manufacturer also the seeds for oil extraction purpose and not for sowing.

1. there is other sunflower seeds classification 12060090 duty 30% + igst 5% = 39.65% whether this will be correct ?

2. kindly reconfirm there is no preferential rate of duty applicable imports from Uganda for both 12060090 & 12019000 ?

3.any advance import permit required or only fssai and PQ has to be followed ?

BCD & SWS would be exempted on 12019000 Soya beans, whether or not broken imported from UGANDA but for that preferential Certificate of Origin, Certificate would be required from the supplier from UGANDA.
