The Supply of labour is under manpower. It is supply which is taxable. It does not matter whether the supplied labour is cutting labour or sitting idle. It is taxable irrespective of the period whether pre-GST GST era or post GST era.
Kasturi sir is correct. Supply of manpower for cutting vegetables at a restaurant is not in the farm labour category. Such service is not exempted from gst. Please pay the tax.
Such services are being provided in furthern of Business activities not as agriculture activities, hence taxable, provided you have crossed threshold limit as prescribed.
