Three days before the last date of filing return. For example : GSTR-3B and GSTR-1 will not be treated as ' "FILED" by the Common Portal until you offset your liability. Challan takes maximum a period of three days for credit into Central Govt. Accounts.

Temporary return in Form GSTR 3B for the month of July 2017 was to be filed by 20th August 2017. Subsequently the assessee has to file GSTR 1, 2, 3 . GSTR 3 is nothing but GSTR 3B. Hence final payment date is the date of filing of GSTR 3. Recently, the due date for filing of GSTR 3 for the month of July 2017 is extended to 10th November 2017.
