While trying to enrolled as GST practitioner they are asking weather in state or Central and in which state

is it valid , beacause law permits to do practice any where in India ,

Yea one can practice anywhere in India

You can register either Center or State. If you obtains registration under State it shall be deemed to be an registration for other State/Centre also. It is my opinion.
