Plastic Jumbo Bags Sale as Scrap: No Extra Duty Needed, Use Commercial Invoice. Packing Costs Included in Input Value. A participant in a discussion forum inquired about the sale of packing materials, specifically Plastic Empty Jumbo Bags, used for excisable raw materials. The main concern was whether these sales should be treated as non-excisable transactions and if they require a different invoice series. An expert advised that such materials are considered scrap and can be sold using a commercial invoice without paying additional duty, citing a precedent where the packing material cost is included in the input value on which duty is already paid. The participant expressed gratitude for the clarification. (AI Summary)
