can a importer who has trading excise licence claim cvd when he sells the goods is he required to charge excise and at what value

Countervailing duty pass-through: importer must pass CVD to buyer though excise duty should not be charged at sale. An importer selling imported goods should not charge excise duty at sale but must pass on the countervailing duty paid at import to the buyer, in proportion to the quantity sold; whether the importer may claim credit for the CVD is queried but not answered. At the time of sale of imported goods, an importer is not supposed to charge duty of excise. But he has to pass on the amount of CVD involved to the buyer. The amount to be passed on is the same as paid at the time of import as proportionate to the quantity.

sir can importer claim credit of cvd first or he cannot claim but anyway has to pass on to the buyer
