Issue of road permit

We are distributors based in Mumbai.

A company based in Tamilnadu, Salem will send the material to Gujarat directly and will bill us. What road permit is required? Who will issue the road permit and to whom? All the parties have different names.

Kindly help in the above matter.

This is bill to ship to transaction under Section 3 (1) of the CST Act. The dealer who is physically receiving material will issue For 403 to the Tamil Nadu supplier.

The Tamilnadu party will not raise the bill against Gujarat party. So, can the Gujarat party issue Form 403 to Tamilnadu party without Invoice details? Or is there any other way of issuing Form 403 ?
