Unit in SEZ for Refurbish of Used Medical Equipments

A non resident Indian wants to establish an unit within SEZ area to import SKD/CKD used medical equipment mainly from USA to refurbish, assembly, reconditioning and thereafter clear to Domestic Tariff Area on payment of applicable import duties and any additional duties levied and also Export mainly to African Countries, USA, Nepal & Australia.They will also supply the refurbished equipment to WHO for onward aiding to various under developed countries. The unit would be established through 100% FDI. The company as per internal policy, will contribute 5% of their total earning for charity in India.

The queries are:

1. Can they be allotted LOP to undertake the above activities by importing used medical equipment.

2. Do they need any approval or permission from any other ministry to undertake these activities?

3. If answer of Sr. No.2 is yes, which are those Government Agencies and what type of permissions are required?

4. Will all the approvals/permission possible through single window.
