VAT - Entry form for MP

Dear All,

We need to send the material to Madhya Pradesh for Government work. We are paying full rate of sales tax and concerned department is not ready to give inward permit. Please suggest, is there any other way for sending the material. Or is it not compulsory for Inward permit, when we are paying full rate of Tax (any notification/circular).

Form 49 (IN) is mandatory and applicable only for inbound shipments coming through Surface/Air mode.
